halx99 2f04914405 [UWP] Add cmake option: AX_VS_DEPLOYMENT_TARGET 
a. It's useful to specify UWP apps deploy target version, vs property is
TargetPlatformMinVersion
b. Use `CMAKE_VS_WINDOWS_TARGET_PLATFORM_MIN_VERSION` possible
supported by cmake-3.27.0 or later
