It is based on [cocos2d-iphone][2], but instead of using Objective-C, it uses C++. RC versions of Visual Studio and Window 10 are no longer supported. Starting with Cocos2d-x v3.3, you can create Windows 8.1 Universal Apps (Windows Store and Windows Phone 8.1).
